Privacy and Information Security Policy for the GNFC Web Site


This is the official Web site of the Greater Niagara Frontier Council (GNFC), Boy Scouts of America. GNFC is a 501(c)(3) non-profit organization headquartered in Buffalo, New York.

GNFC is committed to respecting and protecting the personal privacy of its Scouts, Parents, Leaders, Volunteers and others who visit its Web site. It is our policy to acquire personal information from you only by overt and voluntary means, only when it is in your interest to provide it, and to utilize this information only for the purpose it was provided.

The information that follows explains the kinds of information the GNFC Web site collects, how it is used, the conditions under which it is made available to third parties, how information is maintained, and our compliance with the Children's Online Privacy Protection Act.

NOTE: This privacy policy applies only to This privacy policy does not apply to any Unit Web site or other Scouting-related Web content linked to from this site, as their content is not controlled by GNFC. Please contact the administrator of any Unit or other Scouting-related Web site for information about their own privacy policies and the information they collect about their site visitors.


This site routinely collects anonymous data that is not indicative of and cannot be traced to an individual without the cooperation of your Internet Service Provider. This data includes information about your remote IP address, referral data (which page "linked" to the present request), and the browser software's user-agent string. This information is accepted passively from the HTTP headers that are sent from your browser when requesting any file from the site server. Other anonymous data you enter may be collected in a common repository, including terms entered into the site search tool, etc.

Personally identifiable data is collected only by means of form interfaces on the site, into which you must voluntarily enter the information requested. This information is requested only when it is necessary to accomplish the overt purpose indicated by the interface containing the form that requests it. Such interfaces require only the information reasonably necessary to accomplish the overt purpose indicated on the interface.

No attempt is made to covertly or "quietly" collect personally identifiable information.


A ?cookie? is a small amount of data that is transferred to your browser by a Web server when you visit a Web site. A specific cookie can only be read by the server that gave it to you. It cannot be executed as code or deliver viruses. Most browsers are initially set to accept cookies. You can set your browser to notify you when you receive a cookie, giving you the chance to decide whether to accept it or not.

When you visit the GNFC site to view and download normal content we may use "session only" cookies that help with your visit, making sure you are seeing the appropriate information. Session only cookies are automatically removed when your visit to our site ends.

If you decide to receive email updates from the council, or volunteer to take on Administrative functions for a portion of the site, GNFC's site uses cookies when you establish your User Profile to "remember" your user ID and, if you consent, the Password you use to sign on to the secure sections of the site. We store this information solely to make the sign on process easier.

While GNFC uses cookies to speed the sign on process, and our Web servers automatically log the IP/Internet address of your computer, we do not use this information other than to protect ourselves and our members against fraud and illegal activity.

If you decide to receive email messages from the GNFC site you must go to any page on the site, click on E-List Sign Up in the top header, create a User Profile and select the topics for which you would like to receive regular updates. You will receive a confirmation email from Doubleknot, our Web service provider, asking you to confirm that you signed up. Once you confirm, you will receive updates by email as they are published.

E-List Sign Up also allows designated users secure access rights to the Administrative portions of the site. Depending on your rights, different users can have access to different areas of site for content management purposes.

Any time you access your User Profile or the Administrative portion of the site through E-List Sign Up, we track your activity.

You may update your User Profile yourself through E-List Sign Up. If you wish your Profile to be removed or your Administrative access rights to be changed or deleted, please send an email to

The anonymous information collected is used to monitor the usage of this Web site and the interests of those who use it. Data such as the volume of traffic to the server, the number of visitors a certain section of the site receives each month, or the most popular search terms are analyzed to derive general statistics about the site's reach and the audience's usage patterns.

Personally identifiable information is used only for the express purpose for which it was submitted. For example, if a user enters their contact information in a registration form for a Council activity or event, the information will be used only to process their registration or to correspond with them regarding the registration.


GNFC does not share personally identifiable information about its Web site visitors with anyone.

Reports, statistics, and other analysis of aggregate anonymous information may be shared within the organization or provided to third parties at the sole discretion of GNFC. This information does not include any personally identifiable information.

Exception: GNFC reserves the right to use all information at its disposal and to share this information with ISPs and other third parties as necessary to investigate any incident of misuse or abuse of its site, server, or information systems.


The anonymous information used to monitor the usage of this Web site and the interests of those who use it may be kept on our servers for an extended period of time, allowing us the ability to do month-by-month and year-by-year comparisons.

Personally identifiable information is maintained for those users who have established User Profiles on the site, receive email messages from the site, have Administrative access to the site, submit registrations on the site and make online purchases on the site.

By default, when you are signed on or making a payment, all communication with us is encrypted. When you send confidential personal information to our Web site, such as a member name or user ID and Password or credit card information, secure server software encrypts all information you input before it is sent to us. The information is scrambled en route and decoded once it reaches our Web site.

We also use encrypted communications to transmit information between us and our service providers. For example, to process credit card payments we have a secure connection to our payment processor.

To safeguard the confidentiality of personal information from unauthorized access or disclosure, our servers are housed behind a firewall in a secure, restricted access facility with 24 hour surveillance. Only named and authorized representatives of Doubleknot, our Web service provide, or their facility management companies can physically access our servers.

To secure data from accidental loss, alteration or destruction, we back up data on our servers every four hours. In addition, a record of all ecommerce transactions is also kept by our payment processor.


COPPA applies only to Web sites of a commercial nature. However, the Boy Scouts of America considers it to provide sound advice for any Web site that is intended for use by children.

Therefore, GNFC does not use its Web site to collect any personally identifiable information from children under 13 years of age. Any input form that requests personally identifiable information that appears on an interface that is expected to be viewed by children under 13 years of age is accompanied by a notice that submissions cannot be accepted from users under 13 years of age. Where "age" or "date of birth" is requested, no information will be stored or transmitted unless the response indicates that the user is 13 years of age or older.

Providing personal information is never a prerequisite for accessing any of the content or resources on this Web site. Specifically, refusal to provide personal information via a Web interface will never result in a user being denied access to any on-line content or resource they would be able to access were the information submitted.

We may modify this Privacy and Security Policy from time to time and will post those changes here. If the Privacy and Security Policy changes in the future, we will generally not handle any personal information you have submitted to us previously, in a manner that is materially inconsistent with the Privacy and Security Policy that was in place at the time of your submissions, without your prior consent.

It may be necessary to deviate from this general policy in unique instances and for specific purposes. In such instances, a link will be provided to a description of the deviation. This link will be placed where it can be reasonably expected to be noticed prior to submitting any information for which this privacy policy is modified or exempted in any way.
